for arpeggiators, i generally use Renoise
but for MIDI arps;
or for weird stuff try http://www.kvraudio.com/get/3104.html
for drum samples tatapoum is good http://www.kvraudio.com/get/1910.html
heres a nice straightforward one http://www.kvraudio.com/get/1156.html
for step sequencers try http://www.kvraudio.com/db/4177
(I use it in my live and am very pleased)
or freeware http://www.tubeohm.com/TubeOhm/A-T_und_ ... _free.html
with synth bundled ( I recommend getting ALL TUBEOHM stuff you can)
WOK in general has great plugs http://www.kvraudio.com/get/4339.html
as does Xoxos, lots of algorithmic sequencers and such http://www.kvraudio.com/get.php?mode=results&st=d&c=383
(Also recommended; ALL XOXOS SYNTHS especially the drum synths and Sounds of Nature )

Do you mean a normal arpeggiator or just sequencers...
Ableton live includes one that is really cool.And a random effect too...
In reaktor there are some very interesting sequencers preset ensembles as the Spiral ... they are really awesome... Then you enter in generative music world... it depends on what you really want... If you just want a normal arpegiator effect just becouse you can´t play the piano (i guess as all of us) just work with a preset... I guess in reason, ableton, cubase, logic has one even in a good vst , if you are interested in making generative music, i mean, to write some instructions and then watch how the software works, maybe reaktor´s ensembles are a good choice.
